Activists charged after demonstrations against a multi-billion dollar Northern Minnesota pipeline upgrade made pre-trial appearances in District Court in Wisconsin yesterday, even as legislation that would sideline public utility approval on the project makes its way through the state legislature.

Environmental and Tribal concerns continue emotional, sometimes violent protest against the replacement and rerouting of Enbridge Energy Legacy Line #3, which runs the entire length of the listening area, including a pumping station at Clearbrook, before continuing across the northern tier of the state to Superior, Wisconsin.

The Minnesota PUC is considering a Certificate of Need and Environmental Impact Statement, although legislation introduced by District 1A Representative, Dan Fabian, would allow the State Legislature to authorize construction without PUC approval.
